FRS/Special Risk Class/Public Acute Care Hospitals [WPSC]; Redefines the term "special risk member" to include members employed by public acute care hospitals serving certain patients. Revises criteria for membership in the special risk class to include members employed by public acute care hospitals serving certain patients. Provides legislative findings that the act fulfils an important state interest.
