Local Government Revenue Collections; Authorizes local governments & tax collectors to contract with private attorneys or collection agents to collect delinquent revenues; provides for adding contract costs to delinquent accounts; provides limitation; provides for inclusion of specified amounts as part of underlying tax liens; requires tax collectors to notify owners of delinquent accounts of intent to refer accounts to private attorney or collection agent for collection, etc.
