Workers' Compensation; Decriminalizes receipt of attorney's fee that has not been approved by judge of compensation claims; limits scope of judge of compensation claims' authority to approve settlement agreements; revises provisions relating to attorney's fees; revises procedures, requirements, & timeframes for mediation, pretrial hearings, & expedited hearings, etc.
