Protecting Urban & Residential Environment & Water; Revises requirements for automatic landscape irrigation systems; requires licensed contractors who perform work on automatic landscape irrigation systems to inspect such systems for compliance with specified requirements & ensure compliance before completing other work; requires DEP to create model ordinance & local governments to adopt such ordinance; exempts counties having more stringent requirements from adopting model ordinance, etc.
