Theft [SPSC]; Increases the minimum amount of value attributed to certain property for the theft to reach the threshold for a third-degree felony. Authorizes a law enforcement officer who has probable cause to believe that a defendant has committed retail theft to issue a notice to appear in lieu of arresting the defendant under certain circumstances, etc.
