Local Government Officers and Employees; Expands eligibility for participation in state group health insurance program & prescription drug coverage program to include all counties, municipalities, special taxing districts, & district school boards rather than only small counties & municipalities & certain school boards; specifies prerequisites & conditions for participation; provides minimum period of enrollment, etc.
