Student Financial Assistance; Creates Sure Futures Graduate Scholarship Program to match private-sector businesses that need employees who have advanced degrees with students seeking such degrees & employment; provides for Sure Futures Foundation & foundation governing board; provides eligibility criteria for participation by students & sponsors; requires scholar who graduates to remain employed by sponsor for specified period of time, etc. APPROPRIATION: $300,000.
