State Board of Administration [WPSC]; Requires that the board create an audit committee for specified purposes. Provides requirements for members of the committee. Provides that members are state officers as defined by state law. Requires that the board adopt by rule standards of conduct for investment advisers and managers. Provides circumstances under which a contract with an investment adviser or manager is voidable, etc.
