Secondhand Dealers [CPSC]; Excludes cardio and strength training or conditioning equipment designed primarily for indoor use from the definition of secondhand goods. Provides for registration and recordkeeping. Provides for the tendering of payments. Provides for the inspection of records and business premises by a law enforcement agency. Provides for a holding period. Prohibits certain acts. Provides penalties, etc.
