City of Tampa/Hillsborough County; Provides that all employee contributions to the pension fund are mandatory and that the city shall pay such contributions to the fund on behalf of the employee. Provides non-spouse beneficiaries an option to rollover death benefits. Provides for refund of employee contributions. Revises construction of the act. Revises benefit limits and requirements for distribution of benefits, etc.
