Statewide Legacy Communities Initiative [EPSC]; Establishes the statewide legacy communities initiative. Provides criteria governing the services and activities to be supported under the initiative. Provides requirements and goals concerning the provision of such services or assistance. Creates the Urban Empowerment Corporation within the Department of Community Affairs. Provides that the corporation is an instrumentality of the state for purposes of sovereign immunity, etc. APPROPRIATION: Indeterminate.
