Motor Vehicle and Mobile Home Title Transfer [CPSC]; Revises provisions for limitation of liability for operation of motor vehicle that has been sold or transferred; requires application form for motor vehicle registration & renewal of registration to include language permitting voluntary contribution to Ronald McDonald Houses of Florida; authorizes HSMV to withhold renewal of registration or replacement registration of specified motor vehicles under certain circumstances, etc.
