Absentee Ballots; Requires supervisor of elections to notify absent elector if voter's certificate on mailed absentee ballot has not been signed; provides conditions under which elector may sign certificate & have ballot counted; provides that supervisor must make available to certain people & parties a list of names of persons being notified that signature was omitted from certificate; provides exception.
