Administrative Procedures; Renames Small Business Regulatory Advisory Council as Small Employer Regulatory Advisory Council; defines "nonrule policy" & "small employer" for purposes of council's periodic review of rules & nonrule policy; requires agencies to review rules & nonrule policy for impact on small employers & directs agencies to repeal at least 25 percent of such rules & nonrule policy by specified date, etc.
