Regulatory Reform [EPSC]; Requires the OTTED in the Executive Office of the Governor to design and construct E-SHOP FLORIDA Internet website. Requires specified state agencies and water management districts to appoint representatives to participate in the development of the policies, procedures, and standards for permitting and licensing. Requires the website to provide access to permits, licenses, and approvals issued by specified state agencies and WMDs, etc.
