Corporate Income Tax; Establishes credits against corporate income tax for certain taxpayers that create or provide investments for spaceflight project; provides definitions for purposes of tax credits; establishes eligibility requirements for tax credits; allows for carryforward of tax credits under certain circumstances; provides application & certification requirements; requires OTTED to determine eligibility of taxpayers, etc.
