Department of Business and Professional Regulation; Establishes Division of Service Operations within DBPR; transfers certain duties of Division of Technology relating to examinations to Division of Service Operations; requires DBPR to use outside qualified testing vendors under certain conditions; deletes requirement that appropriate board approve DBPR's use of professional testing services, etc.
