Highway Safety [CPSC]; Provides additional penalty for violations of provisions that require traffic to stop for school bus, prohibit racing on highways, & prohibit reckless driving; provides for distribution of funds to trauma centers; requires DHSMV to identify person who has committed violation of specified provisions & require such person to complete driver improvement course; requires court to order defendant, after first conviction for driving under influence, etc.
