Tax Refund Loans or Checks; Creates "Tax Refund Anticipation Loan Act"; requires persons engaged in providing refund anticipation loans or checks to comply with specified requirements; requires facilitators of refund anticipation loans or checks to disclose specified information; prescribes how that information must be displayed; requires facilitators to disclose specified information in applications for refund anticipation loans or checks, etc.
