Financial Instruments [CPSC]; Deletes provision relating to concurrent deposits by unit of local government & customers of other federally insured financial institutions; requires that CFO & local governments deposit surplus funds in financial deposit instruments insured by FDIC rather than in certificates of deposit; includes payroll debit cards under requirements applicable to payment instruments, etc.
