State Pharmacy Services [SPSC]; Creates the Pharmacy and Therapeutic Advisory Council within the Executive Office of the Governor. Provides for the appointment and qualification of members. Requires certain state agencies to purchase drugs through the statewide purchasing contract administered by the Department of Health. Excludes from the definition of "wholesale distribution" certain activities of state agencies, etc.
