Self-Critical Analysis; Defines "self-critical analysis"; provides that reports & other items created principally for purpose of self-critical analysis & promotion of safety are confidential & may not be discovered or admitted into evidence if they meet specified criteria; provides that privilege may be waived; provides that specified actions do not constitute waiver of privilege, etc.
