Retirement; Authorizes certain employees to purchase retirement credit for past service at 3-percent Special Risk Class accrual value; provides for continued receipt of premium taxes by plans established pursuant to chapters 175 & 185, F.S., after transfer, merger, or consolidation of governmental functions or plan sponsor's election to participate in another state retirement system; provides declaration of important state interest.
