Department of Highway Safety and Motor Vehicles; Provides for implementation of litigation settlement; provides eligibility & procedures to collect credit on new or renewal registrations; provides funding mechanism for credit; authorizes recipients to return credit; provides that credits are contingent on court approval of final settlement; provides for expiration; reenacts provision creating department & removes provision for Bureau of Motor Vehicle Inspection.
