Department of Highway Safety and Motor Vehicles; Terminates DUI Programs Coordination Trust Fund; reenacts & revises provisions relating to establishment of DHSMV pursuant to Florida Government Accountability Act; removes provision for Bureau of Motor Vehicle Inspection; authorizes issuance of electronic motor vehicle titles in lieu of paper motor vehicle titles; authorizes department to collect & use e-mail addresses as notification & distribution method; revises provisions for DUI programs, etc.
