Limitation on Amount of Combined Ad Valorem Taxes [WPSC]; Proposes an amendment to the State Constitution to provide a limitation on the amount of the combined ad valorem taxes that may be collected on parcels of real property, require the Legislature to provide for distribution of revenues collected in excess of the limitation, and provide exemption for ad valorem taxes levied for payment of certain bonds.
