Direct-Support Organizations; Authorizes DOEA to create direct-support organization; requires organization to operate under contract; provides contract requirements; requires Secretary of Elderly Affairs to approve any transaction or agreement between DOEA's direct-support organization & any other direct-support organization; requires direct-support organization to submit certain forms from IRS to DOEA; requires annual audit.
