Senior Services; Authorizes counties to create by ordinance independent special district to provide funding for services for seniors; requires approval of electors to annually levy ad valorem taxes; requires district to comply with statutory requirements related to filing of financial or compliance reports; provides for dissolution of district; creates district governing council; specifies criteria for council membership; provides for terms, etc.
