State University Tuition and Fees [SPSC]; Requires the Education Estimating Conference to develop information relating to the national average of tuition and fees. Revises provisions relating to the use of the student financial aid fee. Revises provisions relating to the establishment of a tuition differential. Provides requirements for a university board of trustees to submit a proposal to the Board of Governors to implement a tuition differential, etc.
