Discretionary Sales Surtaxes; Authorizes constitutional charter county to levy voter-approved surtax for community college in county; provides restrictions on source of expenses for referendum relating to surtax; requires referendum notice; provides for maximum rate of surtax; provides requirements for ordinance imposing surtax; provides purposes for which surtax proceeds may be used; provides for investment of proceeds, etc.
