Communications Services; Authorizes taxpayers to report credit for bad debt by netting credit against tax due; authorizes taxpayers to use proportionate allocation method or other reasonable method in determining amount of bad debt attributable to state or local jurisdiction; extends date to begin collecting prepaid wireless E911 fee; provides for retroactive operation; specifies that provisions for bad debt credit are remedial in nature & are not basis for refunds of tax.
