Health Care; Increases cigarette tax rate; requires Division of Alcoholic Beverages & Tobacco of DBPR to certify monthly to CFO amount of net collections derived from cigarette tax; requires division to credit specific percentages of total base allocation to specified trust funds & entities; requires H. Lee Moffitt Cancer Center & Research Institute to use funds to secure bonds or financial products for cancer research, treatment, & related facilities, etc.
