Area Agencies on Aging [SPSC]; Requires DEA to contract with area agencies on aging to fulfill programmatic & funding requirements; revises responsibilities of governing body of area agency on aging & executive director of agency; revises definition of "lead agency"; removes obsolete language; revises requirements with respect to request for proposal process for designation of lead agency for community care for elderly, etc.
