Sovereign Immunity; Provides that subdivision of state may pay judgment in excess of statutory limits on waiver of sovereign immunity without act of Legislature if it so chooses; provides that such payment in excess of limits does not waive subdivision's defense of sovereign immunity or increase limits of its liability.
