State Judicial System; Eliminates certain percentage reduction in penalties for noncriminal traffic infractions provided for attending basic driver improvement course; provides for distribution of specified penalty revenues; increases certain speeding fines; creates assessment for noncriminal moving & nonmoving traffic infractions & provides for distribution, etc.
