H. Lee Moffitt Cancer Center & Research Institute [SPSC]; Revises provisions relating to the establishment of the institute and specifies primary responsibilities of the institute. Specifies that the not-for-profit corporation and its not-for-profit subsidiaries shall conclusively act as instrumentalities of the state for purposes of sovereign immunity. Authorizes the use of land, facilities, and personnel for teaching and research programs conducted by state universities, etc.
