Special Districts; Revises provisions relating to certain merger & dissolution procedures for special districts to include referenda; provides for preemption of prior special acts; provides for local governments to assume indebtedness of, & receive the title to property owned by, special districts under certain circumstances; revises dissolution procedures for special districts declared inactive by governing body.
