Smoking in Vehicles with Minor Passengers; Provides for enhanced penalties for any moving or nonmoving violation committed by person driving or in control of motor vehicle while person in vehicle is smoking when minor is in vehicle, regardless of whether vehicle is in operation or parked; provides that officer may issue warning to violator; provides that officer may elect to distribute specified materials, etc.
