Preference to Florida Businesses/Procurement; Designates act "Buy Florida Act"; requires, rather than authorizes, agency, county, municipality, school district, or other political subdivision of state that is required to make purchases of personal property through competitive solicitation to award preference to lowest responsible & responsive vendor having principal place of business within this state under specified circumstances, etc.
