Judicial Proceedings in Civil Cases; Provides for chief judge of judicial circuit, subject to approval by Chief Justice of Supreme Court, to establish program for retired justices or judges to preside over civil cases & trials upon written request of one or more parties; provides for compensation; provides for additional court cost & for deposit thereof; provides for procedures governing voluntary trial resolution to include jury trial if there is right to jury trial, etc.

Effective Date: Upon becoming law
