Student Assessment; Requires DOE to adopt grade-placement assessments for grades 1 through 8 to determine grade placement for student previously enrolled in private school, parochial, religious, or denominational school, home education program, or private tutoring program; requires school districts to administer assessments; provides for use of assessments; provides parent responsibility.
