License Plates/Veterans of Foreign Wars [CPSC]; Creates the Veterans of Foreign Wars license plate. Establishes an annual use fee for the plate. Provides for the distribution of use fees received from the sale of the plates. Provides for the creation of a voucher program that provides for the presale of the plates. Requires that applicable fees be paid before a voucher is issued. Requires that a minimum number of voucher applications be submitted before the license plate is issued.
