GENERAL BILL by Schwartz
State Financial Matters; Prohibits agency or branch of state government from contracting, without legislative authority, to pay liquidated damages or early termination fees resulting from breach or early termination of contract or agreement, to pay interest because of insufficient budget authority to pay obligation in current year, from obligating state to make future payments to cover unpaid balances, etc.
