Civil Citations; Requires expungement of nonjudicial arrest record of minor who successfully completes civil citation program; requires FDLE to expunge nonjudicial record of arrest of minor who successfully completes civil citation program; sets forth conditions that apply for FDLE to expunge record; authorizes processing fee; provides for retroactive effect.
