Local Government Comprehensive Plans; Authorizes specified municipalities to apply to state land planning agency for waiver of comprehensive plan capital improvements element & schedule update requirements, comprehensive plan amendment prohibitions, water supply element requirements for future land use principles & guidelines, & specified comprehensive plan evaluation & appraisal requirements; revises municipal revenue criterion relating to annual financial audit requirements.
