Child Safety Devices In Motor Vehicles; Revises child-restraint requirements; provides child-restraint requirements for children 4 through 7 years of age who are under 4 feet 9 inches tall; redefines term "motor vehicle" to exclude certain vehicles from such requirements; provides exceptions to such requirements; provides grace period.

Effective Date: Upon becoming law except as otherwise provided
