Judicial Nominating Commissions [SPSC]; Authorizes the Board of Governors of The Florida Bar to appoint some of the members of Judicial Nominating Commissions. Requires that each judicial nominating commission satisfy certain prerequisites for racial and gender diversity. Provides for the prerequisites to be satisfied over a period of time.
