Culpable Negligence; Creates "Officer Jose Somohano Assault Weapons Act"; provides that person commits felony of third degree if he or she stores or leaves assault weapon within reach or easy access of another person if that person obtains weapon & uses it to inflict injury or death; provides exceptions; defines "assault weapon."
