Children/Out-of-home Placement/Psychotropic Meds [SPSC]; Requires the provision of a comprehensive mental health treatment plan. Prescribes duties for the DCFS. Requires that a guardian ad litem be appointed by the court to represent a child in the custody of the DCFS who is prescribed a psychotropic medication. Provides for psychiatric evaluation of the child. Requires that express and informed consent and assent be obtained from a child or the child's parent or guardian, etc.
