Outsourcing of Services & Activities By the State [GPSC]; Requires a contract for a proposed outsourcing by the state to prohibit a contractor from authorizing an automatic increase in the salaries or benefits of its employees. Requires a contract for a proposed outsourcing by the state to require the contractor to submit a written request to an agency for an increase in certain employee's salaries or benefits, etc.
